Why is he pretending to want to be in a relationship with me?

I’ve been seeing him for 2 years and I met him on fetlife. We have sex on the regular. He said to me he wants to take me to the movies. But sex first then movie and he wants to take me out to dinner. But his rules is food first then go to a hotel to have sex. Is it weird he won’t let me go to his apartment all the time? I asked him why a hotel and he said because he wants me to take me there at first so we would have enough room and have sex for hours. You think he’s not really single? He even said he would meet my parents. And I asked if we were to ever date since he’s giving me relationship signs and he said no we are lovers going out then having sex and going out places. We even agreed to be lovers. I wanted to commit to him as a relationship and I made that clear. Plus he doesn’t want me having sex with other guys. Why won’t he commit? What should I do?
