"We're not supposed to give full cans."

Had a FA tell me that today for the first time. She did follow it up with "but I'll make an exception," but curious if this is yet another new cost cutting policy or FA having a bad day. It's admittedly on a short flight, but I read years ago that FAs not only don't mind doing a full can, but prefer it since it easier. Any insight?
