"Share your observations" Quests

I have stumbled upon a number of quests where I find some location, or read some note, and Kliff makes note of something. Suddenly I am prompted to go visit some random character I have never met and share my observations on whatever it is I saw or read.

Are these quests I am stumbling upon in the wrong way and I was supposed to have talked to these people first before finding these locations, notes etc?
