Estimating capital required of out sourcing software dev/freelancers.

I want to develop a cloud based desktop WebApp CRM software with multi tenants. Whose database will include highly sensitive trade information.

If iam outsourcing developers/freelancers how much funds should i allocate for the development, testing, security etc? Iam confused because i do not want to lowball any developer and disrespect them.
