How do I genuinely build a PC that can handle zzz as a broke Bosnian teen if it's even possible I doubt that it is but I'm still gonna ask cuz im desperate

I don't even know what my budget is but the cheaper the better. All I want is at least 60 stable fps on low settings. Idc if I have to buy used parts either. A laptop can do too if you have any suggestions. I really don't know what to do I've been trying to make a build for a while with used parts off olx but a build with a Ryzen 5 2600 and GTX 1660 ti or other GPUs always ends up being around 350 euros or over 700 which I can afford.

Also mods if you take this down for being in the wrong flair tell me what flair to put it as. The selection kinda confused me because English is my second language and I just don't use reddit that often
