Are Barangays Temporary Jails Until a Payment is Made?

I'm sponsoring a college student who has had medical expenses. When a medical bill is not paid on time, the student must go to a local barangay until payment is made to the hospital that provided the medical care.

I would like to know whether detention in a barangay for unpaid bills is a common practice in the Philippines.
