Heart rate sensor bug

Sometimes my series 7 heart rate sensor turns on and never turns off. I have fitness tracking off but for some reason turning it off and on will stop cut the heart rate sensor off, or I can restart the watch. This occurs every so often but it’s not my watch itself since I had this issue on my old SE.
