Neither country/city of residence OR country/city of birth are options for "Location where applying from" to start DS-160 / B2 Tourist Visa??

Hi - How does a person currently residing and working in Madrid, Spain, but with a Peruvian passport, get the DS-160 form started when neither Madrid, Spain, nor Lima, Peru are options under "GET STARTED/ Select a location where you will be applying for this visa"?

From what I was seeing online, since the passport is Peruvian, and the person is not a citizen of Spain, they cannot apply for the ESTA visa, so must apply for the DS-160. The interview would have to take place at the US consulate in Madrid. Thought about selecting Lima, Peru since it is consulate location of birth, and changing scheduled appointment to Madrid, but neither consulate location are options in the drop down.

How do we start the application if neither relevant US Consulate location is an option to select?
