Why would a low-mileage 2025 X5 with ~23k at a BMW dealer not be CPO?

Looking at a 2025 X5 xDrive40i at a BMW dealer with about 23k miles. It’s one-owner, clean history, and still has plenty of factory warranty left, but it’s being sold as regular pre-owned instead of CPO. The asking price is 64k for it (its a m sport + m sport pro package)

Is that usually just a dealer choice/cost thing, or can it be a sign the car didn’t qualify for CPO for some reason?

Would you specifically ask the dealer to certify it before buying? Would they even do it without jacking up the price? New to getting a used car.
