PSA for expats and business owners: Mandatory B2B E-Invoicing is coming to Slovenia in 2028 (and your PDFs won't cut it anymore) 💻
Hey everyone,
If you're running a business, freelancing, or managing a company here in Slovenia, there’s a major bureaucratic update coming down the pipeline that you should put on your radar early.
Starting January 1, 2028, Slovenia is implementing mandatory B2B electronic invoicing under a new law called ZIERDED.
TL;DR: Sending a standard PDF invoice via email to another business in Slovenia will no longer be legally compliant. You will need to send structured data (like an XML file) through a certified provider.
Here is a quick breakdown of what this actually means for you:
- What is an e-invoice now? It’s not a PDF. It’s a structured electronic format that allows the receiving company's software to automatically read, verify, and process the data.
- It’s not just for standard invoices: This also applies to credit notes, advance invoices, and payment requests.
- How will we send them? Every business will need to use an "e-routing provider" (ponudnik e-poti). The Public Payments Administration of the Republic of Slovenia (UJP) will publish an official list of certified providers by October 2027. Smaller businesses with fewer transactions will likely get access to a free government app.
- Archiving: You are still legally responsible for archiving these files properly according to VAT regulations. You can't just rely on the software provider to act as your permanent archive.
Why care now if it’s in 2028? For small freelancers, you'll probably just need to update your accounting software in late 2027. But if you are managing a larger supply chain, corporate branch, or complex ERP system, you'll need to start mapping your processes and testing data exchanges by 2026/2027 to stay compliant with the Slovenian Tax Office (FURS).
We’ve put together a full, detailed guide on how to prepare for this shift and what the key deadlines are. You can read the full breakdown here: [Insert Link]
Are you guys currently using accounting software that already supports e-SLOG/XML exports, or are you still doing it the old-school PDF way?
