[TOMT] A character or voice I can't place

[TOMT] I just heard Fats Domino my girl Josephine and his voice in the opening lines so similar to a voice or character I've heard before. I feel like it was humorous in some way. No idea if it was something viral on social or on a TV show but it's so familiar to me and I cannot for the life of me place it.

Does anyone have any idea wtf I'm talking about!?
