Why won't my prisoners work? I'm not making ANY money!

I did learn this week that Exports has to be directly against the road so I fixed that when I noticed that there were licence plates in my Workshop that weren't being removed, but hardly any of my prisoners are working. Laundry, shop, library, workshop, farming fields, restaurant and café, a modded money laundering room... They're just not working. I've got enough qualified prisoners for each room, and they have 8hrs total Work/Free Time per day.

Any ideas/advice/suggestions please!!
