State transfer

I’m in a fairly new state, less than 90 days old I believe, but there has been constant issues since day 1. It’s very toxic, different groups have made so many people leave with their antics that the state is majority dead. I just want to leave. So my main question is, how many people can transfer to a new state with you at one time? Also how many of the transfer passes do I need? I’m sorry if you all have answered these before
