Linebreaker force question

Maybe I'm missing something obvious here - but one of the new Gravis detachments, Linebreaker force, seems to be actually detrimental when paired with the new Combat Doctrines Army Rule - it states "When your GRAVIS units make a normal move, they lose HEAVY on their ranged attacks and get +1 to hit rolls".

Sounds good on the surface right? Always getting +1 and not limited to the 3" move normally for Heavy. But it specifically states a Normal move only, so it wouldn't work for an advance or a fall-back move (Notably Heavy AFAIK is retained on a fallback move) - so the entire detachment bonus is lost on 2 of the 3 main doctrines? Seems like more of an impediment than a buff?
