Brother took over everything, lawyers aren’t taking anything seriously

I am the middle child, only sister of two brothers. My younger brother took over everything and stopped me from visiting my place. Now, i have finally mustered up the courage to talk.
Two lawyers I talked to said the complete opposite.

One, demanded 100,000 to just send legal notice, insisting all the records of State Bank of Pakistan. the house is owned by mother. He is saying that would be claimed later. This lawyer is asking for a hefty amount but seems passionate about justice and fighting. He is also insisting a criminal case.

Another one, a little older and is saying oh the brother has already taken everything hence there is no need to fight longer and add all the fraudulent penalties. You can just take up what is left. And no need to dig deeper. Because after father’s death, everything has been transferred to mother and so to my younger brother
