Massed divisions on NATO/Russia borders

It has been quite a long time since I played, but I dont remember 90% of the entire world's divisions all massing together on Frontline orders between Russia and the NATO countries right at the start of a game. I thought they mostly stayed in their own borders until actual war broke out.

Is this supposed to happen now because of some of the changes made with the big update?
