Honest Cycling doubts

Why are motorcycles allowed on the cycling paths? They’re going much faster than bikes and I have seen them almost run over a cyclist a couple times.

And for real, why is it always young arabs or black people riding those electric fat tire bikes? Not that it matters but I do think it’s funny. And it’s usually two or three kids on one.
