Shadow Ball "Fails"???

Okay so today on Ranked Battles I challenged a player named "da DADA", and during a winning battle with my Choice Scarf Starmie and Light Clay Alolan Ninetales, his last standing Mon was Gholdengo, who had -4 Sp Attack from using Make it Rain twice, and at one point during the match (I had Aurora Veil up during this), when Gholdengo tried to use Shadow Ball, the game says that Gholdengo's Shadow Ball "failed" when it should have hit Starmie. Does anyone know what happened here? Is this a bug? This is what I was able to recreate from what I remember: [The opposing Gholdengo used Shadow Ball!] [But it failed...]
