Ways to enforce magic restrictions

Hi everyone,

I am prepping an urban campaign, and my dice told me that magic should be restricted by the local government. I like the idea and the possible tensions and conflicts.

What have been your experiences with magic restrictions? How were the restrictions enforced? Did magic users get marked/branded? How did it influence the PC's?

Thanks for all your inspiration!
