Primer on the backside of hardwood deck flooring?

Was doing some demo on a client’s deck and the backside of the flooring was covered in a primer and the tongue and grooves were filled with caulking. Has anyone seen this before? Are these good ideas or would they lead to moisture locking in the boards?
