Is 17F and 21M too weird?

My best friend is in love with me. She said she only wants to date and can't be friends anymore. We've been best friends for about 16 months. I'm not sure how I feel, I might love her too? She said she thinks I'm her soul mate, and I've had similar thoughts before too, but have always been unsure. I've always been confused about what love feels like and means to me. The age of consent here is 16, but I still wouldn't do anything sexual until she's 18. She turns 18 in 3 months. She's my best friend and I don't want to lose her, but I don't want to feel pressured into dating either. I don't really have any friends aside from her so I'm scared of being completely alone if I decide we can't be together and she cuts contact. I've never felt more connected to someone than I do her. She is in her last year of highschool and works part-time, I work part-time time as well and am not in college.
