i wonder what happen if night battle is added for low rank battles like air or ground?

like i do wonder what happen if like 3.0 or low rank do get night battles? like ngl it at being 10.0 killed it potential since how often people is at 10.0 br rating, like their is bunch of low tier night time fighter which is pretty useless, like its radar is basically dead weight at its current state due to you need to fly around 4000m or higher for it to actually work, like i wonder why night modes is so high in BR?
