How to break the holy alliance?

I tried to form Scandinavia as Sweden but every time I try to get Finland for myself from Russia Germany and Austria join them, which is just too much. Even 30-40 years into the game, they are best buddies. Is it possible to influence their relations to break the treaty and fight Russia more equally?
