Egi relay buzzing

hello everyone, I am having this issue where when I turn the key in the ignition to (on) then to off and the acc lights stay on and the egi relay starts buzzing. it only stops buzzing when I tap the ignition relay with some force or I take out the 10 amp eng cont fuse and it goes away. I back probed the black and red wire and the ground and it has 2.1 v coming from the power wire. I cleaned up all of the engine grounds but it’s still the same. Also it has a start up issue, after a long period of time the car has a hard time starting up unless I pull the fuel pump fuse and then it starts up after a few cranks. If I don’t pull the fuse it just cranks and cranks and cranks. It starts up fine after a driving it but whenever I start it, it does take slightly long to start.

I’ve checked for codes on the ecu and code “45” pops up for leaky injector. But I have tried different injectors but it would still act the same as in at high rpms 4-4.5k rpms it would hesitate to accelerate.

anyways i dont recall working on the car or messing with any wires only thing i did mess with is the fuel strainer i changed it out cause there was rust inside of the strainer but that would be all.

Fpr is new, injectors are new but one new one died already so I swapped it and it fixed running on three cylinders. But I will try to get a fuel pressure tester from AutoZone and see what it is like.
