Fixing Warrior just requires a change to Heroic Strike
TL;DR: Make Heroic Strike instant, generate rage, put a short cooldown on it, and lower its damage. Change a few supporting talents to make the change balanced and fun.
Many warriors agree that warriors were over tuned. If Blizzard wants to move forward with Rage Normalization, changing a core skill like Heroic Strike might be a step in the right direction.
Make Heroic Strike (HS) instant rather than a queued attack. This fixes the queueing bug, eliminates snowball, and makes the button more active.
Next, Heroic Strike should generate rage instead of consume. Give it a cooldown of 9-12 seconds (let bigger brains decide the CD). Lower its damage, doing 50% Main Hand Weapon damage. It generates 50% of the normalized rage based on your weapon. HS Crits double rage.
Improved Heroic Strike talent in Arms reduces HS GCD by .5 seconds each level, with 3/3 making it completely off GCD, and able to be woven between other attacks.
Now we have too much rage early levels, right?
Anger Management is a core passive at level 1. Increase damage and critical chance by 1% each for every 20 rage they currently have. This helps with early leveling and power fantasy. Late game? This way, if chill gamers are struggling with optimizing rotations or overcapping rage, the passive is there to not make it feels o bad. Top warriors still have some deeper skill expression, using HS to feed key abilities.
Anger Management in the Arms Tree becomes Improved Anger Management - Remove the passive rage gen. Grant extra 25% rage generated for HS; Grant Another Extra 25% on slowed or immobilized targets. This would be for Arms PVP Enjoyers.
Boundless Rage in Fury should change so that Blood Thirst reduces the CD of Heroic by 1/2/3 seconds (bigger brains decide). Fury DPS want steady rage income by having more frequent Heroic Strikes.
