Help - "File not found" error on first launch on 5 sec, any fix before reinstalling?

hello guys, this is my first ARPG and kind of excited. but my game file corrupted.
i tried those few thing (from google top search):

1. "Verify integrity of game" from steam but still same.
2. renamed document folders "production_Config"
3. deleted whole "characters" folder and validated again but still same error.
   is there fix before unistall install step? (data and net speed is kinda problem for me)
