[PS3] [2000 - 2010] A video game with protagonist named Decker and monsters

I remember a game my friend was really hyped about back in the 2000 - 2010 era where you play as a character named Decker. There are people with guns and I believe some sort of monsters after you. A quote from one of the cutscene that has been stuck in my head for like a decade is "Find Decker! Shoot to kill!". Another thing I remember is this game was panned, it was pretty terrible overall lol. It was a console game I believe in PS3 and 360 era.
