Cpus ghz randomly going down

My hp victus (rtx 4050 Intel core i5) was fine until randomly today after roughly 20 seconds of me just being idle the ghz dropped from 4.5 to 1.5 and below,I've restarted it countless time and I'm sure it's not in eco mode or anything like that
