Were the infantry originally intended for Cities?

Seen this discussion popping up more and more.

It explains the "generic/bland" aspect of the infantry, which juxtaposes with the geomancy and design of the rest of the new models.

Do you think the infantry were originally designed for CoS and then they decided to port them over to a full dwarf army instead?
