Cumberland basin fly-over bridge swing

Why don’t people follow the “all traffic” sign which directs you down to Noah’s/The Nova Scotia and around the smaller bridge when the big bridge is swinging!?
I was just so close with dozens of cars following the sign…and then…everyone stopped going down there …sat waiting for boats to move through and then this 1960s piece of engineering to swing around for us
