Laptop makes static noise when plugged in

As the title states my laptop makes some static ish noise when i plug it in and kinda when i remove it, the intensity gets quite low but i can still hear a lil bit.
I cant really get it checked at a repair store as i am busy so please help me figure out the issue.
Aside from the noise it used to not get power when i plugged in a charger sometimes some error regarding charging used to pop up while booting.
The noise seems to be between the ram and the battery everything else works fine except the charging and battery.
