Hair styles exclusive to male

I'm on the Taiwan server to try out the character creation. And I noticed the hairstyle counts are different with male (95) vs female (91). Does anyone know if these hair will be unlocked later on?

For example, this one would look very good on females. I don't get why it's locked to males.
