To Whom If May Concern:

WHEREEAS the New Squidbeak Splatoon has been granted authority and duty by the Governments of Inkadia and the Splatlands to direct the public health response to the Salmonid virus, and WHEREAS the New Squidbeak Splatoon has officially determined an expedition to the Spiralhite Islands is necessary to research tgid virus and thereby fulfill this duty, and WHEREAS Dr. Mask has officially been identified as the researcher to be placed in charge of an expedition to the same island, with a team of up to 4 persons assisting in this endeavor,  IT IS HEREBY ORDERED that the same Dr. Mask and assistants be allowed free and unrestricted access to all portions of the said Islands.
