Task bar not appearing, windows key not working. pc working bad :(

i bought some new ram (2x8 gb ddr4) to go with the two i already had and now theyre in my whole pc is going nuts. ive tried DISM.exe /Online /Cleanup-image /Restorehealth and it works kinda. it restores the task bar but alt tab and the windows key still doesnt work. apps still dont work properly. i already tried reseting windows explorer and that does nothing. shutting down the pc takes forever i really dont know what to do
