Is it unprofitable for stores the sell the big box or is it another reason?

Neither of the 2 popeyes near my area has it for in person orders. Well one does but depending on the employee they may tell me different things. Some would take my order normally, another tried to sell the 2 piece chicken meal which costs twice as much and comes with 1 less side (though no hate to her since she seemed new), and some others just told me to order online. Do managers tell their employees not serve big boxes? Does anyone else have this issue with their locations? I not making a complaint but genuinely want to know whether it's just the stores in my location.
