How tf do I pay the Steam Direct fee from Tunisia?

I live in Tunisia and Steam forces my billing country to Tunisia, but my international card is from KAST and is foreign-issued, so the payment gets declined.

Steam Wallet doesn't work for the $100 developer fee. Has anyone in Tunisia successfully paid it? What card/payment method did you use? (PLEASE NO CTI)
