Is this Fido winback number 18552529367

I got a call from 18552529367 saying fido winback team. Gave me a plan that was tempting and reasonable $25 for 20 gig and took my driver license number and expiry date.

Later mentioned they would need to send code on email to verify and that code never arrived so they hung up saying they can't issue.

Was it really Fido and what can they do with my Driver license and expiry date they seem to already be having address.
