Experiences with dudes on a map that involved alliances or negotiatation?

Hey guys, I recently played Inis. It was great with a lot of tension and strategy on when to clash and allowing others to move around to avoid costly combat.

Are there any other similar games that lean more into negotiations or alliances instead of all out fights that blood rage and Kemet lean towards?

I know there is rising sun and battle for rokugan, are these the best in genre for a game filled with diplomacy?
