Legit Essay based Scholarships?

Hi I was wondering if anyone knew some legit and good essay based scholarships since I am a stronger writer compared to the people with crazy ECs and almost perfect test scores. I have look at scholarships state specific but they mandate you have to plan your attend a in- state school to be rewarded they funds. I personally want to apply out of state with reach school and target schools like emory and UNC Charlotte. I have a pretty good GPA of a 4.6 on a 5.0 scale and a 3.8 weighted as well as having class rigour with most of my classes being IB.
