Need help from Seekers Veterans

Hello, I`ve just changed to Seeker class and I have 2 questions:

1. What is the best wand to pair with? now I have Lucien but I could get tomorrow the Tevent, and if You can explain Why, (to mention I already hit the cap for cld speed and att speed)

2. What is the order priority to upgrade my skills to MAX level? For now I have only maxed out decisive sniping, and I wonder what are the next skills/passives I should prioritize to upgrade because I dont have enough materials/sollant for all, unfortunate.

Thanks!
