[Washington] Unemployment Application Bug

I'm trying to apply for unemployment and the claims line robot doesn't connect me with anyone. I have a bug on my saw account that needs to be resolved before I can submit my application. How am I supposed to contact anyone for assistance if their phone lines are always "too busy"?
