Community groups from across New Zealand have come together to launch a nationwide petition calling on Parliament to remove all housing developments proposed outside local District Plans
from the Fast-track Approvals Act 2024.

The petition has been initiated by communities affected by Fast-track housing proposals in Auckland, North Canterbury, Selwyn, Queenstown Lakes, Bay of Plenty, Hawke's Bay and other parts of New Zealand. Participating organisations include the Waimauku Community Association, Kumeū-Huapai Community Association, Protect Matakana, Ohoka Residents Association, Pegasus Residents Group Incorporated, Save Our Plains, the Queenstown Smart Growth Initiative, Fernhill and Sunshine Bay Community Association, Devonport Heritage, and the Malaghans Valley Protection
Society.

Together, these groups have formed the Communities for Planned Growth Network (CPG), bringing communities from very different parts of New Zealand together around a shared concern about the way residential developments are being treated under the Fast-track legislation.

“We applaud the actions of the Auckland Council and its announcement of a draft Bill on Fast-track housing”, said CPG spokesperson Meris Brandram-Adams, of Ohoka, North Canterbury.
“People can show their support for the Auckland Council by signing this petition.”

While the developments affecting each community vary considerably in scale and location, members of the Network say they have all arrived at the same conclusion. Housing developments are increasingly being proposed through Fast-tracking on land that has not been identified for residential development through local District Plans, despite those plans having been developed through years of technical analysis, infrastructure planning, public consultation and democratic decision-making.

The petition asks the House of Representatives to remove from the Fast-track Approvals Act all housing developments that sit outside the relevant local District Plan.

Meris Brandram-Adams, speaking on behalf of the Communities for Planned Growth Network, said the campaign was not an anti-housing movement and should not be interpreted as
opposition to growth.

"New Zealand needs affordable housing, and our communities recognise that reality. We are not opposed to development, and we are not opposed to growth".

"What we are asking for is straightforward. Land is zoned for housing because it has already been assessed against the things that make a development work in practice: flood risk, transport
connections, proximity to jobs and schools, and the availability of water, wastewater and roading infrastructure. If land hasn't gone through that process as part of a community's District Plan, it
should not be possible to bypass it through Fast-tracking".

The petition is being launched as concern about out-of-zone Fast-track housing developments is increasingly being voiced by local government around the country. Mayors from Auckland, Waimakariri, Selwyn, Queenstown Lakes and Tauranga have called for changes to the treatment of greenfield housing developments under the Fast-track legislation, including a pause on current applications.

Brandram-Adams said the growing concern from councils and mayors demonstrated that this could no longer be dismissed as a series of isolated local disputes.

"What communities are experiencing in Auckland is remarkably similar to what communities are experiencing in Canterbury, Queenstown, Matakana, Hawke's Bay and elsewhere. Different
locations, different proposals, but ultimately the same concern. People are questioning why housing developments are being given access to a process that was originally intended to accelerate projects of national significance."

The Communities for Planned Growth Network argues that the issue goes beyond any individual development proposal.

"District Plans are not created overnight. They are developed over many years through technical analysis, infrastructure planning, community engagement and democratic decision-making. Communities participate in those processes with the expectation that they will help shape how and where future growth occurs. We believe those plans should continue to mean something".

"This is a call to ensure housing is delivered in the right places, through the right processes, and with the infrastructure needed to support it. We support housing where it has been properly planned for. We believe that housing developments outside District Plans should not be eligible for Fast-track approval"
