School records

Hello everyone!

I’m trying to get my brother’s school records from OPS, so he can finish school but the thing is he lives in Mexico and has been for the past 9 years. That is why I’m doing him the favor of finding and retrieving those documents. Would i have to go to the TAC building to get ahold of those? My brother said Id have to take a drive to Lincoln, something about the state secretary? that’s where I’m confused on because we all went to the OPS district. If anyone can help, that would be great. Thank you in advance!
