What’s wrong with Garand?

I know that he’s shown as well as can be expected in really limited appearances and we all love a small sample size. Clearly, the org as a whole or at least the GM thinks there’s something keeping him from being the real #2

Ordinary I’d chalk it up to incompetence, but G is the only position that the Rangers have been almost preternaturally good at evaluating talent over the years. So what are we missing about the kid?
