Local MP between 3DS & PC emulator?

My friend and i want to play together again but his wii U is gone along with his copy. We know theres ways to connect to online servers via emulation but is it possible to host a server on PC and have my 3DS copy connect to it? If so can anyone link a tutorial so we can follow.
