Need to sue very bad

(making a new post because the last one was a bit hysteric)

Context: My car was towed at the authorities’ request after I was struck by a drunk driver on August 19th and was unable to drive it from the scene.

Early September 25 I call the lot it should have been at, A secretary first told me multiple conflicting answers as to where my vehicle and possessions were, but knew exactly the vehicle I was referring to. Even named the specific make and model before I had. I instead arrived to the business looking for concrete answers. they first claimed they auctioned it, before I told them it was extremely totaled, even once insinuated it may have never been there. Eventually settling on it had "probably" been picked up by the scrapyard the previous day When I began asking the lot manager for the documents that authorized what they did with it (still no solid answer) they instead started panicking, hanging up on me, and ultimately ignoring my calls. I sent the lot a final request for the necessary documents by email and sms messaging. The secretary claimed they would do it, hours passed and nothing. I then called the authorities (non-emergency) to explain the situation and put in a missing/stolen report. The non-emergency operator I spoke to made a call to the lot manager on her own volition, after me telling her they had been ignoring me. After talking to the lot employees/manager herself and being told something to the effect of "We sold it, he's been up here causing trouble all morning," she refused from then on to make my stolen/missing report. I attempted to call back to reach another more reasonable operator, and was met with hostility. I assumed it was because the rest of the operators must have been told my situation. Any time after this call, I was "recognized", and promptly refused a report; them continuously using the term "False report" ("Are you the guy from earlier?? oh my god..."/"You're the Nissan guy right?").

I have been documenting everything since I started getting conflicting answers from the lot. leaving me with hours of audio/video evidence of misconduct and lies from both parties mentioned. I'm more than ready to begin suing and each day that passes without me being able to make a missing report leaves the lot with more time to cover their tracks. This could possibly be the easiest case ever. Who should I look for in the east TN area for matters such as this one? Thank you to whoever assists!
