Urgent help!

Idk these people have confused me so much..I got a seat in my state and I went up for upgrading and n RE I'll get to know if it got upgraded or retained and I wanna try my luck in R3 MCC as well. I haven't got any of my desired college in MCC yet. So can I participate in R3 MCC ??
