[Street Fighter] How inefficient is M. Bison’s plan?

Skills are needed to win the tournament and be a good fighter to reach the top. He doesn’t get their skills or technique efficiencies when he transfers into their bodies which would be different than his body, and some of the abilities he can’t use due to the fact that he personally has no ability to at this point like Mu no Ken, Soul Power, and Dhalsim’s religious devotion. And if he loses, the entire tournament is a money sink with all the locations and long-travel plane tickets (the routes can be inefficient as well like from Japan to USA to Japan to Brazil to India). And he has more than one government agency after him. Air Force, Interpol, M16, CIA.
