Flip Knives on Licensed Premises

Curious to here other people's opinions here. Recently someone had two flip knives at a licensed venue (Pub) and created a very intense situation posturing to stab someone, swearing and causing a scene pushing furniture around etc..This behavior has been documented multiple times by the same person.

Anyway this is all on camera and was reported to police. The police replied saying they are not taking action as no offense was made.

Whole situation feels baffling to me.
