How do you actually design your rice farm to easily replace/upgrade seed?

I can't seem find a way to easily plant rice. Pouring bucket on tiled soil make the water disappear instantly, mean it required another block for the water to anchor on to. Also the water get everywhere prevent the next tile to be tiled.
